When Kagella Shadowmark exhaust itself to propose attack, does it then have +1 attack bringing its attack to 2?

Assuming there were no other allies in my party. Thanks.

That is correct. She will usually have a minimum of 2 ATK when she is attacking because she counts herself as an exhausted ally in your party.
