My guess is because some of us didn't actually get 4 that were supposed to get 4.  At least I didn't get 4 and was supposed to.

Team Seattle - Choosing to go second since Realms 1.

It happened in the Durotar realm also. One of my teammates messaged me today saying he got 4 in the mail today. Lucky jerk. :)

2 other ashenvale top16ers got their's... I suspect all of us will get another playset.

Also, I imagine it's because they ran out of them at our realms and just to be safe gave them to all of the top 16. This is a nice gesture to those that didn't receive their due amount.

Weird... Mike was asking me where he could send my vindicators brands, and I was telling him we had already received ours.  Maybe i just screwed myself with honesty :)
