That is correct. You can mix and match cards from as many different sets as you like. The only restrictions are that you cannot use the raid deck cards in normal decks(the cards in the treasure packs can be used though), and when a new set is released there's usually a two week period where they are not tournament legal to give everyone a chance to get what they need.
