Has some types for resolving this issue. It may have something to do a certain virus at the same time it may have something to do security programs.
First step, make sure you are the administrator.
I read the article and in the end it was AVG Free Edition that was preventing the program (from running in normal mode but opened in safe mode) and thus was eventually deleted. Though I don't think I wan't to do that in my case.
Anyways just to make sure, how do you tell if your administator? (I mean im the only one who uses my laptop (different account name though), and i've been downloading and running programs for along time without any problems at all. Any suggestions?)
