Yup.
601.1c If one or more crit results are rolled, the attack is a crit and each of any associated crit abilities triggers once. If a crit ability increases the amount of attack damage, it resolves immediately and increases the number of hits by the specified amount.
If a crit ability creates an ongoing effect, it resolves and is applied immediately. Otherwise, it waits to resolve during 602.2.

No. 601.1c is basically the rule that makes Cairne Bloodhoof's crit work. Delyn's crit creates a counter, it doesn't create an ongoing effect. The counter generates an ongoing effect, when it is present, but it is not yet present until the crit resolved, ergo no ongoing effect is generated by Delyn's crit.
Okay, good catch, BB. Let's call it the one I can get away with missing on the night of the new CR's launch. Putting the Counter on is a non-ongoing effect that generatees an ongoing effect. So, you're right, it waits till after the attack.
