Is this ability considered "Instant" and as such is considered as the "Instant" action taken by Leeroy for a turn?

yes it is an instant effect in the current OCR for the cards. the OCR lists all corrections to the wording of a card so that the cards perform the way they were intended.

And in case it comes up, his Battle Cry deals no damage to allies who aren't in play at the time. Great to spawn Leeroy first and use it with no penalty!
