    Sandstorm

    Can I play Sandstorm while I control no minor heroes?
    Also, if Rassimov plays Sandstorm, will he override Sandstorm or will my own minors still be eliminated?

    Sanstorm
    Evil Exhaust Action
    Eliminate all friendly minor heroes.
    KO all minor heroes with 2 DEF or less.

    Rassimov - Warlock Seeker
    Evil Major Seeker

    You do not have to control any minor heroes to play Sandstorm. It's not a requirement (which would say something like Eliminate all friendly minor heroes to KO all minor heroes with 2 DEF or less.)

    Rassimov's text does not override the other card. It's a triggered power that you'd process after Sandstorm. So: Eliminate all firendly minor heroes, then KO all minor heroes with 2 DEF or less, then KO any remaining minor heroes.

    What about Rassimov using Sandstorm and Breaker Cub is on the field?

    Break Cub is a Major and a Minor? Its still considered to be a Minor? So it is KO'ed?

    same with Friendly or Enemy Breaker Cub

    Breaker Cub is both, so he will be eliminated/destroyed by Sandstorm/Rassimov.
