On this object card, it states:

"Lead heroes in this zone get "Free Action: I pick up the Ring of Arc." 

Question: If a lead hero drops the ring, are defending heroes prevented from picking it up?

Yes.  Only the lead player's heroes get the free action to pick up the ring.  The defending player's heroes do not have that free action and therefore cannot pick up the ring.
