Kunai with Chain vs Mystical Space Typhoon - Can you activate it in the Damage Step?

But it's a rather important question. In a test duel today to prepare for SJC Seattle, someone told me that Mystical Space Typhoon could be used in the Damage Step against Kunai with Chain - is this true or false?

False.

MST cannot be activated in the Damage Step.

Only cards that increase ATK & DEF, reduce Damage, or negate said cards can be activated...

Although I am of the opinion that "Rainbow Life" should be able to be activated in the damage step.
