I was previously under the impression that AoE could still be used while Fog od War was in effect since it did not target characters. However after reading Fog of War closer it says "Only" in refference to what can be targeted. It doesn't say anything about being able to target spaces. So what can you attack or not attack?

Characters can target only adjacent allies and

enemies this tick.

Since a space is not an adjacent ally, characters cannot target spaces for an AOE attack during the tick that Fog of War is active. This is taken from the Minis FAQ.
