I have recently taken (and passed) the online tests for Level 1 Tournament Organizer, Level 1 Player Management, and Level 1 World of Warcraft Rules. Does this mean I am now a "certified organizer", and able to run a sanctioned tournament?

I am familiar with Mantis, but my play group doesn't have a permanent locale for playing. There are no hobby stores in our town, or any nearby town. We usually play in somebody's basement or the like, but we're not always in the same place. Do I have to create a new event location for each locale we play in? Do I have to upload our event locations?

I am also interested in running Battlegrounds and Sneak Preview/Release Celebration events. How do I do that?

While you can certainly be the Tournament Organizer for certain events, there are rules involved with what you can and can't do for most events.
