    Is this a legal way to make a reroll?

    It would be a call that your opponent would have to call a judge on.  As a judge, I would personally ask you to roll normally and to continue to for the rest of the event to simplify things.  The only thing I noticed is that you did not once roll an odd number.  Could that be a coincidence?  Well of course, but there's an easy answer to keep from any disputes.

    Holding a die in your hand and letting it roll out and onto the table would be my preferred method.

    Looks very like a "Spin-down" teqhnique to me. The roll is in one dimension, not 3 dimensions. And hence increases the odds of a crit to 20% (instead of 10%).

    I could not say what constitutes a legal die re-roll, let alone what defines it to become legal but from the video you have posted, I must say that this is a practiced die roll.

    The d10 dice we have look like an upright diamond with an upper and a lower half. One of the halves has the odd numbers while the other holds the even numbers and it was apparent in the video that the die is being placed between the palms with the side of even numbers being on top and it's spun from that position. And if it's actually just a die you're re-rolling and with practice, that method significantly increases your chances of scoring a crit from just 10% from the re-roll to 20% since the odd numbers won''t come face up. It also decreases the chances of scoring a gray from 30% to just 20% since the side that has 1 and 3 won't come up.

    As a judge, I would consider this as a practiced roll and it categorically falls under cheating.

    The video shows:

    1) Take the dice with your hands and even numbers "up."
    2) Turn to face, (spin)  this fall and thus have more chances to win
    3) Repeat the technique for better viewing.

    Of course, Reroll one time with this technique.

    I believe is a cheat, but I need confirmation.

    I wouldn't allow this at a tourney I was running.  As for calling it cheating or not, that's all about intent.

    I would not recommend attempting to use that method of 'rolling' a dice in any tournament.

    If it's just how you reroll, I'd advise doing it the way you normally roll. If you normally roll that way, I'd advise moving your hands in a circular motion to turn the dice over and over before dropping them, this way you can't be called on cheating as, unless you're doing it excruciatingly slowly, you'd have almost no way of telling which side is up or down and the roll is random.

    The video showed a way of "spinning" a dice. I wouldn't consider it as "rolling" or "rerolling" a dice. I, as a player wouldn't allow my opponent to use that method. As a judge, I'd consider that cheating.
