    Quick question

    I know that there are certain cards out there which involve concedeing a game and starting a new one, an example of this is hearthstone.

    "(6)(>) Concede this game -> Players can keep any of their equipment and start the next game with those cards in play."

    when you acturally concede the game is it counted as an instant loss? or say for example your oppenent has more damage on his/her hero then you would it class as a win?

    Yes, it counts as a loss towards you.

    Conceding the game means you are giving the win to your opponent.
