Possible WoW TCG Error Card, requesting UDE response.

I pulled this from an Illidan pack yesterday. I would just like to know what it is. It is flimsy like a YuGiOh Test Strip Card but looks nothing like a Test Strip Card, more like a fuzzy TV. Here is a pic:
