If I have the cards

Merciless Gladiator's Gavel
"If your hero would deal non-combat damage, it deals double that much instead"

and

Moonkin Form
"If your hero would deal damage with a Balance ability, it deals that much damage +1 instead.

Which goes first? the +1 or the double?

Whenever you control multiple replacement modifiers attempting to increase a packet of damage, you may apply them in any order. So in this case, you could apply Moonkin Form to increase the damage by one, then Gavel to double that total.

Level 0 Judge (Because apparently under 16 year olds can't get Judge certificates =/)
