so far, the way UDE design raid decks is that the treasure packs contain most of the important loot in the MMO. for instance, Magtheridon's Lair has all the loot from his MMO counterpart plus several additional stuff (quest rewards from quests that involve killing Magtheridon).
right now, the raid deck's treasure set contains 20 cards. assuming the designers follow suit
Illidan's loot table in the MMO, there should be 14 cards (12 + Twin Blades of Azzinoth [warglaives x 2]), which means the 6 remaining slots could be just anything.

Bulwark of Azzinoth would fare in card form.
and to the OP, try not to get your hopes too high w/ regards to the Warglaives. we've already seen Sulfuras, Hand of Ragnaros in card form in the MC raid's treasure pack and it was a pretty "meh" card (not as good as Thunderfury IMHO). in any case, here's to hoping that

p/s: since we got Sword of a Thousand Truths for the TCG, I'm wondering if UDE will ever turn
