When's the Regionals Promo card going to be legal in constructed play?

As soon as you hold it in your hands.
Promotional cards become legal for tournament play by the first day, they can be legally obtained. In this case, this is the first Regional event which took place July 4th.

Note that this may not be true for the US and Canada.

Actually the first one took place in the UK on 6th June.
