    looking at other players graveyard

    is their a ruling that says how many times the other player may look at your graveyard then their?if they look too many times can this be called stalling?

    I think you'll find that hard and fast numbers are hard to come by.  Repeatadly looking at your opponent's discard pile without making a move is definatly something to watch for because it can indicate slow play or stalling, but coming up with a set limit probably won't happen.  It is too situational.

    As Robert has mentioned, you will not find a set number of times to make it so its stalling/slow play.  Its not based on how many times a player does an action that has no relevance in moving the game state forward, its how long it takes.  If I can clearly look at my own Graveyard 5 times in 10 seconds and proceed to make a play, I have done it all in a reasonable amount of time.  If I am looking at the Graveyard once, but it takes me 2 minutes to do so, it is obviously taking longer than it should.  It is at the discretion of the judge to see if a player is taking too long to move the game along or not.  Remember it is a player's responsibility to make all of their actions in a timely manner, regardless of how complex the situation might be.

    Also, please remember the difference between "Stalling" and "Slow Play".  If a player is playing slower than usual, it is usually Slow Play and has a penalty that goes along with it "Procedural Error - Slow Play (Warning)".  If you feel that the player is playing slow intentionally to gain an advantage throughout the course of the match, it is "Unsporting Conduct - Cheating (Disqualification without Prize)".

    In some respects it's a shame in that discerning the difference between the "Stalling", "Slow Play", and "thoughtful reflection" requires experience and good judgement. I'm often asked to make a ruling after the fact, with wildly different interpretations of slow play or stalling versus "weighing out options" and making an informed decision.

    Player management within policy guidelines and restrictions has a wide margin for subjectivity (as it should) and that's where judges have to fill the roll that would otherwise be filled by common sense. By design the rules continue to be vague in some aspects to allow the judges to make observatoins and apply their experience and understanding of the situation.
