No Affiliation and Reinforcements

A quick question... Can Characters without affiliation reinforce others without affiliation? I ask this because I want to build one "No Affiliation Deck" and must know if this is possible.

I understand that characters without affiliation cannot team attack or get reinforcement from characters with affiliation... That is right?
