Presuming that a Judge is capable of confirming collusion, (IE: Overhearing an agreement/plan to give a match up/lose a match on purpose to a Teammate/Friend to improve the chances of/guarantee Top 8ing, being reported of such an attempt) can that judge issue appropriate punishments?

Most certainly.  The appropriate punishment here would be nothing however.  A player may concede a game or match at any time for any reason as long as bribery is not involved.

Official Tournament Policy:

21. Game Concession
Players may concede a game or match at any time, provided that the concession does not involve  compensation in exchange for the concession. Players may not offer their opponents any type of compensation or bribe in exchange for a concession.

If you hear them talking about offering gas money or buying diner if they concede the match then it is collusion, otherwise it is merely the advantage of being part of a team.
