if i name snipe hunter with cloak and dagger, can my opponent summon snipe hunter and use priority before c&d removes it from play?

or does he get removed automaticaly?

and if he wants to play torrential can he do it?

Answer:

When the Turn Player Summons the named monster, the Trigger Effect of their opponent's "Cloak and Dagger" activates automatically. It is not possible for the Turn Player to use priority to activate the Ignition Effect of one of their monsters.

It would not be possible for the player to activate "Snipe Hunter's" effect in this case.

Since this Chain is activated in response to the Summon of a monster, other effect that also want to activate in the response to the Summon may do so. So "Torrential Tribute" can be chained to the effect of "Cloak and Dagger".

And if you name Elemental Hero Stratos and it's summoned, will it come and be removed or can its effect activate?

Answer:

They can, because "Elemental Hero Stratos" has an optional Trigger Effect that can be activated as the time it is Normal or Special Summoned. The trigger event for "Elemental Hero Stratos" and "Cloak and Dagger" is the same.

If one of Stratos' effects is activated, it will be placed onto a Chain with "Cloak and Dagger's" mandatory Trigger Effect. "Cloak and Dagger" will be Chain Link 1 and "Elemental Hero Stratos" will be Chain Link 2.
