I think they are inferring "Targets one Player's Life Points".

hmm...how can a player's life points be targeted? do you mean to say "Affect a Player's Life Points" as seen in the case of all Burn Cards/Waboku/Des Koala etc... ?

btw: I did some searching and found that this card was printed in the TCG but with a lil bit different effect and different card image

or, is Fairy's Hand Mirror completely different from Mystical Refpanel? looking at the effect of switch/transfer, they seem pretty similar to me....

Fiend's Hand Mirror and Fairy's Hand Mirror are completely different than Mystical Ref Panel.

Fiend's Hand Mirror only does Traps that target monsters.
Fairy's Hand Mirror only does Spells that target monsters.

I do agree that Wikia cannot be trusted but reading the card text..., I thought I better confirm it:

Thanks for bringing that card (Mystical Refpanel) to our attention.

Since no one seemed to know what it did, I play tested it on WC08.

It di not affect Dian Keto,,,, MR wasn't able to be played.

I accidently discovered that it was capable of being used against the controller of Mesmeric Control. The battle positions of the owner of MC could not be changed.
