1) a "special" effect is still an effect, not a game mechanic
2) avoiding the whole "contact fusion is a pseudo game mechanic" debate, it's pretty obvious that the fusion monsters summoned via that action are exhibiting a summon condition, not an effect...not unlike Dark Necrofear or Cyber Dragon

1) "Special" may be refering to it's basis as a mechanic since it is in the rulebook, all cards that say "you win" cannot have the "you win" part of their effect negated.

I agree with that...Its still a Condition Generated by an effect of a card and Prohibition will make the declared card effect-less
2173962:Contact Fusion is not a real term in the game, it is simply refering to a regular effect that has a regular cost that is unaffected by "Prohibition". Synchro Summon is a real game term and is not an effect, it is a mechanic and thus would be subject to different rules.

It is a Cost? Some people say that Cost and Summoning Requirement/Condition are both Different? O_O'
Cost is the term used only for an effect that "Activates", isn't it? and Inherent Special Summons do not use the chain, so it should just be a condition/requirement and not considered as a cost..., I would like you to correct me, if I am thinking in the wrong direction ^^!

Well for starters, there's no use arguing the Exodia part, it's already been adressed. Secondly, please don't link quotes that Curtis makes on metagame, those are unofficial, he has been wrong on metagame in the past and sometimes they catch it and edit it. Thirdly, an inherent Special Summon effect that requires a cost is still a cost (period). Untill the Official Judge List says otherwise you can pay that cost with cards that have been declared by an active "Prohibition".

Face-down cards do not have "names" therefore people assumed they couldn't be activated/used.

If I use Call of the Haunted on Jinzo while Prohibition is on the field (declaring "Jinzo") and he is summoned, can I equip him with United We Stand? can I equip him with Amplifier?
If I use Monster Reborn on X Head Cannon while Prohibition declares X Head Cannon, can I equip him with Y Dragon Head?
If I have All Out Attacks on the field and activate De-Fusion on my Blue-Eyes Ultimate Dragon and am forced to summon 3 Blue-Eyes White Dragons while Prohibition declares Blue-Eyes White Dragon, what will happen?
If Prohibition is on the field declaring Ancient City - Rainbow Ruins can I activate Last Resort? If so, what happens?

at least we finnally have some rulings
they took too much time to come up with them
until now prohibition was the only card i know it was hard to use because you never knew how it will be ruled when you tried to use it
until now it was a card with a "random" effect
why did they took so much time to make the rulings......this card was released a loooong time ago right?

To me it seems that if you are chaining these cards to the ACTIVATION of prohibition will you get these cards to the field, due to resolution, and they will be safe from Prohibition. And I don't think you'd be able to Reborn the X head.

That's EXACTLY what happened to me when I played in ATL's regionals in August. I play against a guy who's playing 6samurai. He only manages to get Shogun Shien to the field luckily. He attacked my face down apprentice magician and I Special Summon face down an Old Vindictive Magician. Main Phase 2 he activates Prohibition, which clearly states on the card "Cards on the field before this card was activated are not affected." Apparently he was going on something he saw on here, and not reading the card itself. The OVM was already on the field, but apparently he was not using basic logic due to the lack of oxygen going to his brain and ruled against me, causing me to lose the match because of it. Once I got my laptop I read the post everyone did on Prohibition and read what he read and realized that I was right. Face Down Trap Cards are safe from Prohibition, SO WHY AREN'T FACE DOWN MONSTERS? After that match I realized from other people that the HJ and the 6Sam guy were teammates.....pwned.... -_-'

1/2. Yes, 'Prohibition' doesn't restrict what can be equipped on the declared card.
3. All-Out Attacks Continuous Trap
All monsters that are Special Summoned are changed to face-up Attack Position and must attack, if able, during the turn they are Special Summoned.
4. You wouldn't be able to activate 'Last Resort'.

would 'last resort' effect fall under the 'prohibition' vs. 'dust tornado' rule?
If a Spell or Trap Card is declared with "Prohibition", it cannot be Set with "Dust Tornado's" effect.

If "The Mask of Remnants" is declared with "Prohibition", when "Masked Beast Des Gardius" is sent to the Graveyard and its effect activates, "The Mask of Remnants" will be equipped from the Deck onto the opponent's monster.
