1) Can I target by Tithe ready ally?

2) If I have Arcane Intuition and play second - I draw 1 card or 2?

1.  Yes, you can use Tithe against a ready ally.  The target description is simply 'opposing ally', the orientation does not matter.

2.  The text of Arcane Intuition is self-referencing text.  It only refers to itself, not any other copies with the same name.  So you will only draw 1 card if you already have an Arcane Intuition in play.
