For the PM test, it is recommended you are familiar with the UDE Tournament Policy and Penalty Guidelines. The basics for what is PM is just how well you handle the different situations you'll be presented while judging events as well as knowing what penalties go with what infraction.
In order to take the higher level tests, you are usually required to be working the event in which the test will be given. Previous judging experience is a plus when being considered for the higher level tests, so working Sneak Previews, RQs and Realm Champs is always a good thing. Heck, even just working your local events is still a good thing to do...lol.
To volunteer, you'll need to know where events such as RQs, Battlegrounds, Continental Qualifiers, Sneak Previews, etc...are being held. Most of these are pre-listed on the WoW Organized Play site. Simply go to the shop and see if they need any help judging the event. For larger events such as DMFs, Continentals and Worlds UDE will post judge calls here on the forums and also on the regular WoW forums. Simply follow the instructions in the judge call and UDE will let you know whether you've been accepted to work that event.
