What happens if...? (Cheating involved)

What happens if your opponent cheats and you call a judge to tell your opponent cheated but your opponent denies it?

What if you are accused of cheating even though you didn't do anything?

Lets just say these situations happen at a tournament.

The judge needs to hear both sides of the event in question, and must make a ruling based on their gut instinct if there is no sound proof (7 card opening hand from a card hidden in the sleeve of the jacket, etc)
